Flexible Benefit Service Corporation (Flex) was founded in August 1988 as a third-party administrator specializing in Flexible Spending Accounts for the employer market. In addition, Flex also functioned as an insurance brokerage selling insurance products directly to the retail market. In June of 2000, Flex changed its business focus from a retail employee benefits firm to a full-service wholesale insurance firm—commonly known as a General Agency. Within this business model, brokers serve the retail market and Flex serves brokers.
